it looks like a bunch of tiny white bubbles. I have had the water tested and treated according to store instructions, but we still see the cloudy mass when we turn on the pool light...Any suggestions?

It sounds like your pool is being aerated with air. It would be hard to see in the day and very obvious at night. I know when my filter gets really clogged this happens in my pool and I think the air in the system comes from some small leak in the suction side of the pump because the suction goes so high when the filter is plugged. I've never seen water anywhere it shouldn't be and my pool doesn't lose water more than It should so it is a mystery. I have a cartridge type filter and about every six months I have to soak it i 1 part acid to 3 parts water in a five gallon bucket otherwise I can't get it clean. Maybe you could try that. Probably just looks clear during the daytime. Could be entrained air from a leaking pump seal or strainer basket leak.
If your filter is the DE type you could have a pin hole in one of the elements letting some DE through the filter and into the pool.
Could be you just need to run the filter longer or disassemble the filter and give it a through cleaning.

Check the lens on the lights and see if they are fogged over.
Try running the filter longer. It may clear up.
